STEP 1: DECLARE GREED AND EXCESS RESOURCE HOARDING A ‘NATIONAL EMERGENCY’

Similar to President Donald Trump’s 2025 declaration that the situation at the southern border constitutes a ‘national emergency’, the next president makes a declaration that America’s next ‘national emergency’ is excessive greed and resource hoarding.

By declaring this a national emergency, the next administration is empowered to take steps to begin solving this crisis.

“Wealth and resource hoarding affects the lives of all Americans. Hoarding wealth and resources hurts American workers; burdens American taxpayers; and undermines public safety; and places enormous strain on local schools, hospitals, and communities in general, taking precious resources away from the poorest Americans who need them most. This obscene hoarding of wealth amounts to billions and billions of dollars each year… And I will therefore take every lawful action at my disposal to address this crisis. And that’s what we’re doing.” - Presidential Statement, January 2029

STEP 2: RE-ALLOCATE TENS OF THOUSANDS OF ‘ICE’ EMPLOYEES TO FIGHT WEALTH HOARDING

The so-called One Big Beautiful Bill Act allocates more than $170 billion over four years for border and interior enforcement, with a stated goal of deporting 1 million immigrants each year, under the guide of a national emergency.

The next administration publicly recognizes that immigration makes America stronger, formally turning its back on the policies of White Nationalism that were embraced by the Trump administration; instead, many of those employees previously assigned to deportation squads are offered the opportunity to be reassigned to the Ivory Castle Extraction team.

ICE teams immediately fan out across the United States, detaining anyone with a net worth of over $1,000 million - the limit declared under the new National Emergency.

These individuals are rounded up by employees of ICE, who use US tax records and publicly-available data - including the Forbes 400 List of Richest Americans - to identify and detain individuals who may be guilty of wealth hoarding and/or committing resource theft.

In some cases, individuals could be detained by ICE based on circumstances that include their race and their proximity to polo grounds, country clubs, superyachts, and other places that wealth hoarders might be found to congregate. (This type of enforcement has been declared constitutional by the United States Supreme Court). Those who are unable to immediately prove that their net worth is under $1,000 million will be detained until their net worth can be verified, and those with a net worth under $1,000 million will be released.

  • Wealth hoarders will be taken to temporary detainment centers, similar to ‘Alligator Alcatraz’ or the ‘Speedway Slammer’, where they will be housed on an indefinite basis. The United State Supreme Court has ruled that this type of detainment is legal.

  • Detainees will not be imprisoned in cages, nor willl they be forced to sleep on hard floors or on beds without mattresses, as is the current policy of ICE. They will instead be provided a housing unit that amounts to a one-bedroom apartment, the median housing situation for most Americans.

  • While in detainment, they will be required to work in a factory-like setting or on a farm, unless they are over 70 years of age, the retirement age proposed by the Heritage Foundation. Those who work will be paid $7.25 per hour, the federal minimum wage, and will be eligible for annual raises of 4.8%, the average pay raise in the 12 months ending in June 2025.

  • Detainees will be forced to live on no more than $1,196 per week - the median income in the United States of America.

  • Those who are allowed to leave the facility for off-site work assignments will be provided a 12-14 year-old vehicle, the median vehicle for those living in the United States of America. The cost of this will be deducted from their income.

Their detainment will last only as long as it takes for them to donate enough of their net worth to bring the total to below $1,000 million. For some, this could take mere days. For others, the length of time may be much longer.

Donations will only be allowed to recognized 501(c)3 charity organizations, and will not include the foundations that wealth hoarders often set up to enable them to make charitable donations but keep the money, receiving tax and other benefits at the same time.

STEP 3: CONVERT GOVERNMENT AGENCY ‘DOGE’ TO THE DEPARTMENT OF GREED ERADICATION

In 2025 President Donald Trump established the Department of Government Efficiency. The purpose of this agency was “to implement the President’s DOGE Agenda, by modernizing Federal technology and software to maximize governmental efficiency and productivity.” The agency became known by its tagline, “fraud, waste, and abuse…”

The next President continues the important work of DOGE, but turns its focus from government spending - which should have all but been fixed during the four years of the Trump administration - and onto the “fraud, waste, and abuse” that pervades our society, committed by America’s Wealth and Resource Hoarders.

Each DOGE Team will typically include one DOGE Team Lead, one engineer, one asset recovery specialist, and one attorney. These teams will sift through government data, news reports, and tips generated by the public, looking for instances of fraud, waste, and abuse in which those with net worths valued in excess of $1,000 million may have benefitted financially at the hands of the taxpaying public.

Examples of the types of fraud, waste, and abuse the Department of Greed Eradication will be searching for:

  • Government subsidies paid to companies with earnings in excess of $1 billion per year.

  • Taxpayer-funded bailouts of companies or industries with earnings in excess of $1 billion per year.

  • Company executives who accept bonuses during the same calendar year in which employees are laid off.

  • Company executives who accept salaries that are more than 50x higher than the median company employee.

  • Contracts awarded to those with personal connections to the government officials awarding said contracts.

  • Taxpayer-funded construction of professional sports venues owned by individuals with net worths exceeding $1 billion.

  • National parks and public lands sold to private buyers representing the wealthiest 1% of Americans.

  • Companies who took part in the raising of consumer prices, earning excessive profits, during the Biden or Trump presidencies.

  • Examples of insider trading by members of congress.

Under the powers granted to the next President due to the Emergency that has been declared, any of these funds paid by the government will immediately be ‘clawed back’. In some cases, companies and/or individuals will receive a demand for the funds to be repaid at once, with those refusing to comply having their assets frozen.

Those who are unwilling to repay may be detained by the Ivory Castle Extraction (ICE) Team.

STEP 4: PROVIDE ‘DOGE DIVIDEND CHECKS’ TO THE AMERICAN PEOPLE

In 2025, Elon Musk and Donald Trump floated the idea of a ‘DOGE Dividend Check’ that would be paid to the American people. These checks, Americans were told, would be drawn from the funds being recovered from all of the massive fraud, waste, and abuse being uncovered and shut down by the DOGE agency. In the end, no such checks would be mailed, and these funds would instead be used to enable the richest Americans to receive massive tax breaks.

The next president declares that the money recovered from the Wealth and Resource Hoarders by way of the means listed above must be paid directly to the American people in the form of DOGE Dividend Checks.

Once each year the total amount of assets recovered by DOGE shall be divided equally by the number of every American, and each American citizen shall receive their share of those funds, to spend or save as he, she, or they see fit.
